Meta and KUSKOP Are Bringing WhatsApp AI to Malaysian MSMEs

By Julie Daphne · October 2026

TL;DR: On 26 September 2026 Bernama reported that Meta and Malaysia's Ministry of Entrepreneur and Cooperatives Development (KUSKOP) launched a Small Business Growth Academy — free webinars, in-person workshops and Meta Blueprint courses on WhatsApp for Business, AI advertising, Instagram Reels and cross-border selling. Separately, TechCrunch reported on 15 September that Meta now lets AI agents handle much of the technical WhatsApp Business setup work. If your business runs on WhatsApp, the practical news is this: the training is free and the basic automation is already in your hands. This guide covers how to get in, what the tools can do today, what still needs a person, and a seven-day plan to get set up. Programme details and eligibility can change — confirm with KUSKOP and Meta before relying on them.

What Meta and KUSKOP actually launched

The Small Business Growth Academy (SBGA) is a partnership between Meta Platforms and KUSKOP aimed at helping Malaysian micro, small and medium enterprises use AI-enabled tools and WhatsApp for Business to find customers, improve productivity and sell across borders. Meta cited its own research that eight in ten Malaysians prefer messaging to reach a business, and said the Academy exists to help MSMEs meet that expectation.

KUSKOP minister Steven Sim framed it inside the government's PowerUp10K initiative, which targets capacity-building for 100,000 entrepreneurs nationwide. He noted that MSMEs make up 97 per cent of Malaysian businesses and nearly half the workforce, and connected the Academy to the national goal of MSMEs contributing half of Malaysia's GDP by 2030. Meta said its earlier upskilling programmes with INSKEN, SME Corporation Malaysia, MDEC and MARA have reached over 6,500 Malaysian businesses since 2022.

Meta said all SBGA training content is also available free on the Meta Blueprint online learning platform, so businesses outside the in-person workshop cities can still access it.

What WhatsApp AI can actually do for you today

The free basics already in the WhatsApp Business app

Before spending anything, know what the free app gives you. A greeting message welcomes a customer making first contact. An away message sets expectations outside business hours. Quick replies are shortcuts for the answers you type twenty times a day — pricing, delivery, location, availability. A catalogue lets customers browse products without leaving the chat. Together these four take an afternoon to set up and they eliminate the single biggest cause of lost sales for a WhatsApp-first business: silence.

Meta Business Agent — an AI that answers when you cannot

Meta Business Agent is its AI agent for WhatsApp, Instagram and Messenger. It answers business-specific questions, makes product recommendations from your catalogue, books appointments, qualifies leads and hands over to a human when you decide. Meta announced the global rollout at its Conversations event on 3 June 2026 after pilots in India, Mexico and Brazil, and says more than a million businesses already use one.

Pricing has moved on since launch. Since 1 August 2026 Meta charges US$2.00 per million tokens — roughly four to five US cents per WhatsApp conversation, or about RM0.16 to RM0.20 at an approximate rate of US$1 = RM4.08. Running the agent inside the WhatsApp Business app, Instagram Pro or Meta Business Suite remains free; metering applies to businesses connecting through the WhatsApp Business Platform API. From 1 October 2026, service messages are charged per message with the first 1,000 per phone number per month free.

What still needs a human

An agent is good at the predictable: stock questions, opening hours, order status, appointment slots. It is bad at the emotional and the unusual. A customer complaining about a spoiled delivery, a corporate buyer negotiating terms, a supplier dispute, a request that does not fit any template — these should route to a person, fast.

The rule that works: let the AI answer the first message and the routine follow-ups, and ring an alarm the moment a conversation contains the words refund, complaint, manager or discount. Also review its replies weekly for the first month. An agent that confidently quotes the wrong price is worse than no agent.

A seven-day setup plan

DayTaskRealistic time
Day 1Check you are on WhatsApp Business (not the personal app); complete your profile, hours and address1 hour
Day 2Write and install the greeting message, away message and five quick replies1.5 hours
Day 3Photograph and upload 10–20 products into the catalogue with prices2–3 hours
Day 4Set up labels for new enquiry, quoted, paid and after-sales1 hour
Day 5Join an SBGA webinar or work through the WhatsApp for Business module on Meta Blueprint1–2 hours
Day 6Switch on Meta Business Agent as a free in-app trial; feed it your catalogue and FAQs1–2 hours
Day 7Test with five real questions, set the human handover rule, brief your staff1 hour

Total: roughly nine to twelve hours across a week. If you sell on the WhatsApp Business Platform API instead, the technical onboarding can now be handed to an AI coding agent — TechCrunch reported on 15 September 2026 that Meta's new WhatsApp Business Tools MCP server lets agents such as Claude, Cursor, Codex or ChatGPT create the business account, verify the phone number, register Cloud API access, build message templates and monitor Business Verification problems. That still needs someone comfortable with developer tooling.

How to get in, and what to confirm

Start with Meta Blueprint, which carries the full SBGA content free. For the in-person workshops, watch KUSKOP and Meta's Malaysian channels for registration announcements, and ask at your nearest SME Corp, INSKEN or MARA office, since those agencies have run Meta upskilling programmes before.

Confirm these before you count on them: current workshop dates and locations; whether your business size and sector qualify; whether Meta Business Agent's in-app trial is still free for Malaysian accounts or has moved to metered billing for your setup; and the current per-message rates for service and marketing messages in Malaysia. Government programmes and platform pricing both change without much notice — KUSKOP or Meta is the authority, not this article.

Conclusion

For a Malaysian business that already lives on WhatsApp, the SBGA is useful less for what it teaches than for legitimising what you should have done already: greeting, away messages, quick replies, catalogue, labels. None of that requires a budget, and it will recover more sales than any advertisement.

Meta Business Agent is the genuinely new layer. At roughly RM0.16 to RM0.20 per conversation it is cheap enough to trial, but it is not a replacement for attentive staff — it is a night shift that never sleeps, provided a human takes the difficult conversations in the morning.

Spend the week. Nine hours now saves you the customers you never knew you lost.

Frequently Asked Questions

1. Is the Small Business Growth Academy really free?

Meta has stated that SBGA webinars, workshops and Blueprint content are provided at no cost. Always confirm current terms with KUSKOP or Meta, as programme details can change.

2. What does Meta Business Agent cost?

Since 1 August 2026 it is billed at US$2.00 per million tokens — about RM8.16 — which works out at roughly RM0.16 to RM0.20 for a typical WhatsApp exchange. Running it inside the WhatsApp Business app, Instagram Pro or Meta Business Suite stays free.

3. Do I need a developer to set up WhatsApp for Business?

No if you use the free WhatsApp Business app. Yes, or at least someone comfortable with developer tooling, if you want the WhatsApp Business Platform API — although Meta's new MCP server now lets an AI coding agent do much of that configuration work.

4. Will an AI agent damage my customer relationships?

Only if you leave it unsupervised. Brief it on your catalogue and FAQs, set a clear human handover rule, and review its conversations weekly for the first month.

5. How long before I see results?

The free automation shows results immediately — fewer unanswered messages, faster first replies. An AI agent typically needs four to six weeks of tuning before it handles a meaningful share of conversations without help.
